(1) In order to cover the claims of risk groups that may fall within the geographical area covered by the insurance policy and other related insurance risks, the fee as determined by the board of directors shall be paid to the fund by the member insurer.
(2) In accordance with rule 5, the insurer whose membership of the fund has been canceled shall not be deemed to have been hindered from collecting the fee or amount to be paid to the fund before the cancellation of the membership.
